Makarov started his career when he graduated from the Frunze Military Academy serving as a paratrooper captain in the Russian Army. Later he made it into the Spetsnaz and served two tours in Chechnya. He was involved in several "Cleansing Raids". At some point, the U.N. held an inquiry investigating these charges of human rights violations. Makarov's name appeared at the top of the list presented by an EU Investigation panel, but the inquiry was dropped when Makarov opted for discharge from the armed forces. This incident would mark the beginnings of his pathological hatred towards the West and the Russian government for giving him no other option but to leave the armed forces.
He then began using his military experience to include himself in many criminal and terrorist enterprises. He was later brought in to Russia's Ultranationalist movement to keep him in check. However, due to him setting off a nuclear warhead, destroying a city in the middle east and over 30,000 marines, The movement dissolved though he remained in control of a large portion.
His later crimes would be aimed to start WW3 between Russia and the U.S.A and succeeded. However the war would end early due to the actions of his longtime rival Captain Price. Price had a grudge against Makarov and attacked his stronghold. Price believed he killed him but actually killed a double. With the world (not the Inner Party) now believing he is dead, Makarov takes himself and the Inner Party to Jherra.
