You won't have to NPC any of the Merjutsu folk. Arix will have that part of Hallowton's defense covered soon so if you want an encounter with them just give him a holler.
I like it. You've combined every major event to hit Hallowton since the coup and utilized them well.

If any of the respective groups in charge of Hellsing or the rioters would like to step in to take control, be my guest. Until then I'll continue to NPC them accordingly via permission of the admin so their presence can continue to be felt in the city.
