Many of the townspeople have gathered around City Hall. From the eldery, middle-aged, the young and even minors interested in helping out their community anyways they can. A few were off to the side examining the seal to the Netherrealm, making sure it was no longer a threat as the others spoke about rebuilding their nation. Where to begin, what tools would be needed and of course the most important question of all. Who would lead them? The golden years of Moon Valley were during the Luca Valentine Administration. It was far from a perfect Administration but no one could remember having to worry about demon seals and being taken over by a demonic realm back then. Carari Grey had left a large hole in Moon Valley, one that made people weary of who they elected as their new leader. A long black limousine pulled up in front of City Hall. The driver exit the limo and walked over to the back door. The people there looking over as they saw none other than LexCorp's own CEO billionaire Lex Luthor. Adjusting his tailcoat as he ascended up the steps at the front of City Hall and greeted the people at attendece. "Ladies, gentlemen, distinguished guests. I'm glad to see such a large turn out for Moon Valley's future, even from much of our youth. We've been through a lot but what's important is sticking together in these dark times. Those against us would hope to divide because they know divide and conquer is one of the most common, and often most effective forms of strategies out there. But unity is just as strong.""What are you doing here, Lex?" asked one of the eldery at attendece. "I had thought that was obvious. I'm here to officially declare my candidcy for Mayor of Moon Valley."

"What a coincidence..."Shannon stepped out from the crowd, a small smirk on her face as she approached Lex. "So am I."She turned away from Lex and then spoke to the crowd that had gathered there. "You all know who I am so I won't bother with introductions. I've defended quite a handful of you in the past when you were wrongly accused of crimes you didn't commit by a heartless prosecutor that cared more about a guilty verdict than the truth. I was by your side when everyone else had already convicted you. I've defended your rights as an attorney and I'd like to continue doing that as your mayor. Vote for me and I'll fight to defend freedom."

"Heartless? I don't know about that."Right after Shannon's speech was her rival West Arcane. Walking up towards the two with his hands tucked away in his pockets, sparing a glance to the crowd that was watching the exchange before pulling his hands out of his pockets. Returning that glance to his oldest rival. "Would a heartless man risk his life helping survivors flee from demons? Would a heartless man provide relief to people suffering as a result of the demons who attacked their home? That doesn't sound like a heartless man to me."West ran a hand down his tie, straightening it as he continued to give his speech. This election wasn't something he expected to win but he wasn't in it to win. He was in it to keep Shannon out. But if Lex was the only other option he may just have to win it after all. "And a heartless man wouldn't announce his candidacy for Mayor with the intention of cleaning up this city. Now would he?"

Lex's eyes followed the sound of the female voice that spoke and watched as Shannon Osborn came up to him. Waiting for the end of her speech before replying. "There'd be no fun running unopposed. I look forward to running against you, Ms. Osborn."Lex extended his hand for a shake but it wouldn't end there. West was the next person to step up and announce his candidacy. When he was done Lex smiled and then looked around at the crowd around them. "Perhaps we should go around the circle and see who all wants to run," he joked. Now extending a hand to West as well.

Tori was among the people in the crowd listening to Lex Luthor's speech, then Shannon Osborn's speech and finally West Arcane's speech. The same talking points, the same bullshit bureaucracy that has ruined things before. Tori couldn't stand it any longer. Though she may come to regret this decision, she would stand by this decision. Once the three were done speaking, Tori stepped forward and spoke:
“I'm Tori Jacobs and I hereby announce my candidacy for Mayor of Moon Valley.”
And all was silent.

Shannon shook Lex's hand before turning around to face West. Listening to what he had to say before he announced what she knew he was building up to. His candidacy. She wasn't surprised but if he thought he was going to steal this race out from under her, he was sorely mistaken. In order to keep up her image he went over to shake his hand all while whispering, "You don't stand a chance." The redheaded kid stepping up and announcing her own candidacy pulled her away from her long-time rival. "Look, kid, I appreciate a good joke like the next person but this is not the place."

West looked at the hand, not exactly wanting to shake it but knew it'd look bad if he didn't. And Lex wasn't quite as sickening to his stomach as Shannon was so it wasn't much trouble shaking his hand. Now when Shannon finally came over he had to do his best to keep down his lunch. Simply smiling at her whispers as he whispered back, "We'll see." Turning his attention to Tori now and finding it amusing how Shannon reacted to her declaration. As far as West was concerned the more the merrier. "Let her run, Shannon. You're not afraid of losing to a little girl are you?"

"Look, kid, I appreciate a good joke like the next person but this is not the place."
“It isn't a joke,” replied Tori sternly. “Aircano and Hallowton are both ran by people around my age and there's no law stating a specific age requirement in order to run. I see no reason why I shouldn't be allowed.”
"Let her run, Shannon. You're not afraid of losing to a little girl are you?"
“Little girl? I'm 5'7.”

"The more the merrier."Lex walked over to Tori and extended his hand to her as well. The young woman's age didn't matter much to him. She looked to be close to eighteen anyways and she made a good point about the leader of Aircano and Hallowton being minors. It looked like he'd be campaigning after all. "Tori Jacobs. From Jacobs Ranch, correct? I look forward to debating you."

"Yeah. One of them were destroyed twice and the other is always being attacked. Not exactly the best examples out there." Shannon finished, giving a "not even" look over to West before looking back to Tori and Lex. The girl had spunk at least. Seeing that she was out voted on the matter Shannon decided to let it rest. What was one more debate opponent by this point?

"That's very nice."West said at Tori's height which was fairly tall for a woman but didn't matter much to the male as he saw Shannon become quiet while Lex officially welcomed Tori to the race. He'd be the next one to do so before looking back at the crowd of people watching the display. "Does anyone else want to run?"

"Yeah. One of them were destroyed twice and the other is always being attacked. Not exactly the best examples out there."
“And things literally went to hell with our last adult leader so what's your point?”
"That's very nice."
Tori ignored West's reply to the statement about her height, her emerald green eyes looking over to Lex Luthor just in time for the renowned billionaire to say his piece.
"The more the merrier."
He was the only one not to protest or mock anything about her, yet he was the one amongst them that Tori trusted the least. She could at least tell that Shannon and West were being honest, though that was a dangerous move for one to pull in politics it was one she wasn't going to be afraid to pull herself so she could relate to them. Lex on the other hand came across as the classic politician with a perfect poker face to boot. Tori was usually pretty good at reading people but she couldn't for the life of her tell what was going through this man's mind. And that made her uneasy.
"Tori Jacobs. From Jacobs Ranch, correct?"
“That's me.”
"I look forward to debating you."
“Likewise.”
Tori accepted Luthor's handshake and then West's before looking over to Shannon to see if she would even bother to shake her hand.

"I believe that is everyone."Lex looked around the crowd, seeing that no one else wanted to step up and throw their hat into the ring. That was fine. And if anyone had a change of heart they could always announce their candidacy later. Lex bid his farewell to the crowd and his opponents and proceeded back to his limo. Those campaign signs weren't going to make themselves after all.

"All right, all right. You win."Shannon walked over to the redhead and shook her hand. Putting on her best of fake smiles for the girl and the crowd in an attempt to save face and whispered in her ear, "Don't get any crazy ideas this race is mine," before pulling away and posing for some pictures from the crowd.

While Lex took his leave and Shannon posed for photos, West began to talk with people in the crowd. Getting their views on the issues that were most important to them and then addressing his own stance and what he'd do. Already beginning to collect support instead of just allowing his hired help to do the work for him or play Miss Popularity. He knew he wasn't going to be able to compete with Lex's money or win any popularity contests so he was going to approach this election a different way. By being more efficient.
