His powers were nullified. He couldn't use his psychic ability to get them out.

His powers were nullified. He couldn't use his psychic ability to get them out. He still has the use of his claws and tail. Raal won't be making any runs to the exit of the city but he still has enough to protect the people on the docks from being pummeled by bullets. |

Against energy weapons? His tail has barbs, but they're not able to be used as projectiles, unfortunately. He'd get mowed down easy.

The remaining exit out of Hallowton have been blocked, a hoard of undead is now attacking the city, a jet crashed into the town's sole heir, an orphanage is burning and Vulture is playing TROLOL over the loud speakers.
