From what I can understand of the Nightmare it manipulates the target(s) perception of reality and isn't limited to any specific function indicating that if it has a limit it would simply be the user's imagination. If it just manipulated reality itself then anyone in the area would be able to see its effects but there has been several incidents in the past where the Nightmare was selective in who could see it. Somehow I don't think it was perception of reality that animated Zira's skeleton.

The Nightmare acts differently when used by Veran or when used by the ones infected by it.
Veran's nightmare bends and changes reality. Crystal City was basically turned into the new Silent Hill because of it, and anyone who comes in contact with it becomes plagued by nightmares and visions of their greatest fears and the worst of atrocities.
In turn the victims can plague others with the same lucid dreams. Except their version of the power only acts upon the perception of the other person.
Basically, Veran makes the Nightmare a reality, while others are only smoke and mirrors.

...Can someone please explain to me how Fukari's apparently able to completely shrug off the Nightmare's effects? The same way Amoura, Maya, Sparda and Chloe does I'd imagine.

The way victims of the Nightmare get swept up by it then learn how to control it works pretty similar to learning how to lucid dream. ...Can someone please explain to me how Fukari's apparently able to completely shrug off the Nightmare's effects? The same way Amoura, Maya, Sparda and Chloe does I'd imagine. That would suggest Fukari was already infected by the Nightmare prior to her fight with Chloe.

Fukari has been missing in action since July 20th, 2011 and since this site works on real time that is a seven month absence between her choosing to stay in Utopia and the start of Woe. And Utopia is home to people from multiple realities. It isn't much of a stretch at all to imagine that at some point during that gap Fukari found someone infected, had them expose her to the Nightmare and trained to control it before even stepping foot in Jherrazad.
