From what I can understand of it, The Creator made his design flawed on purpose by making the dimensional barriers easy for an evolved being to destroy, perhaps as a fail safe. Then he created the man, promoted him to status of god and he, Lord Yahweh, created the Arashi. So if creation ever took a step it wasn't meant to the barriers separating dimensions would be shattered prompting a response by the Arashi.
Since Veran acts as a kind of "prophet" I suspect that he's sent some time before the barriers are actually destroyed. He appointed someone to help defend existence, Amoura in this case. Which is probably why Amoura was the one to awaken Aper. If they're unable to co-exist then Veran would need to leave someone behind to perform the task after his job was done. Aper was the last chance for creation to be spared and only if he fails does The End (title of the last Arashi since none of us know her name yet) arrive. If The End succeeds everyone is dead and the "cycle" as it were, starts all over again. Probably with new species and realities altogether replacing the old ones. No telling how many times the Arashi has performed their task if Darius' cycles plot is being added as I suspect it is.
I foresee a whole lot of shit exploding when The End finally does arrive.
